The Municipality of Bluewater required a comprehensive Master Plan to help guide Council and staff in the provision of recreation services (parks, trails, waterfront, programs, culture and service delivery) over the next 15 years, to 2037. This includes consideration of cost recovery and revenue generation to ensure the Plan is both implementable and sustainable.
This project involved a rigorous public consultation process that produced a highly engaged community outcome. Between 21 municipal Council and staff interviews, 20 community stakeholder meetings, 61 user group surveys, 755 online resident surveys, 250 random household surveys and 153 online engagement contributions, we obtained a wide variety of community perspectives that thoughtfully fed into the final recommendations.
Clear and concise marketing materials with a solid call to action created an impactful impression not only on the level of engagement of residents but to neighbouring communities.
