The Municipality of Bluewater, located along the scenic shores of Lake Huron in Southwestern Ontario, is a rural community of approximately 7,500 permanent residents and an additional 8,000 seasonal dwellers. Formed through the amalgamation of Hay and Stanley Townships, the Municipality features three primary settlement areas – Bayfield, Hensall, and Zurich – each with unique heritage and recreational needs. thinc design was engaged to develop Bluewater’s first-ever Recreation Master Plan, a strategic 15-year framework designed to guide the sustainable management of parks, facilities, and programs through 2037.
The project followed a robust four-phase process rooted in extensive community engagement. Conducted during the spring and summer of 2022, consultation activities reached nearly every household through flyers, resulting in 755 online survey responses, a random telephone survey of 250 households, and one-on-one interviews with 21 municipal representatives and 13 key user groups. This multi-faceted approach ensured that the plan addressed the real-world desires of residents, such as increased opportunities for self-directed recreation, expanded seniors’ programming, and improved trail connectivity. Clear and concise marketing materials with a solid call to action created an impactful impression not only on the level of engagement of residents but to neighbouring communities.
A central challenge addressed by the plan was the rationalization of aging, underutilized infrastructure. With lifecycle and repair costs for indoor facilities estimated at over $9.5 million, thinc design provided a data-driven strategy to align supply with actual demand. Key recommendations include decommissioning the undersized Bayfield Arena to make way for a modern, multi-purpose community hub and centralizing ice operations to improve financial sustainability. Furthermore, the plan introduces a comprehensive parks classification system and specific strategies for enhancing water access points, ensuring that Bluewater’s precious natural resources remain accessible and high-quality for future generations.
