The Parks and Recreation Master Plan is a high-level, 10-year roadmap for Cobourg's parks, facilities, programs and service delivery. It sets out the what and the why for the Town's recreational future: long-term goals and a framework for capital investment, grants and partnerships.
Cobourg covers 22.4 square kilometres and is almost fully built out. The remaining undeveloped land is at the eastern edge, in Cobourg East. With the Town nearing its development limits, now is the time to plan for future parks and recreation needs.
The Town is dealing with population growth, seasonal visitors drawn to its waterfront, newcomers and their families arriving to fill workforce gaps, and pressure as a regional hub serving more than 50,000 people in Northumberland County.
The Town engaged thinc design and Mehak, Kelly & Associates to prepare the Plan over three phases, from July 2025 to July 2026. The final Plan includes 175 recommendations to guide parks and recreation investment, asset management and policy to 2036.
