Toronto Dogs Off-Leash Areas Stakeholder Engagement

Toronto City Council directed the Parks, Forestry & Recreation division to develop a citywide approach to dogs off-leash areas (OLAs), building on past work by City staff and thinc design. To inform this review, thinc was engaged to deliver a stakeholder engagement plan. Activities included:
18 one-on-one interviews with City Councillors;
3 virtual stakeholder meetings (70 organizations identified); and
an online public survey for both OLA users and general park users, to which 8,408 responses were received, with submissions from residents of every ward in the City
A summary report was produced for each activity to share the input and feedback provided. A final report outlined 49 findings that emerged through the full consultation process. These findings relate to the provision process and approach, design, and management of OLAs, as well as volunteer and stewardship opportunities associated with OLAs in the City of Toronto.
The findings from consultation are intended to be considered alongside international best practices and staff experience and expertise to inform the Citywide Approach to Dogs Off-Leash Areas Review.
